Laying the Foundation: Blueprint Development for Sierra Leone’s e-Parliament Platform
The Government of Sierra Leone, through the Sierra Leone Digital Transformation Project (SLDTP), has embarked on an ambitious journey to modernize parliamentary operations and strengthen democratic governance. The current phase of this journey is focused on developing the blueprint for the country’s first e-Parliament Platform.
Led by the Parliament of Sierra Leone, with support from the Ministry of Communication, Technology and Innovation (MoCTI), this initiative is being implemented by AH Consulting — a global leader in designing and delivering digital governance solutions.
What This Phase Involves
This initial phase is dedicated to creating a comprehensive blueprint that will define the design, structure, and implementation plan for the e-Parliament Platform. The work includes:
- Assessing current parliamentary processes to identify opportunities for digitization and efficiency gains.
- Defining functional and technical requirements for the platform, covering areas such as bill tracking, agenda management, voting, and secure access for Members of Parliament (MPs).
- Recommending integration pathways with other national systems, such as the emerging digital ID framework and government authentication services.
- Establishing governance, security, and accessibility standards to ensure the platform is robust, transparent, and user-friendly for both MPs and the public.

The blueprint will serve as the master plan for the e-Parliament Platform — ensuring that the final solution is technically sound, secure, and aligned with both parliamentary needs and the broader goals of digital governance in Sierra Leone.
By laying this solid foundation now, the government is setting the stage for a platform that will:
