A National Initiative for Inclusive and Resilient Digital Transformation
Spanning five years (2022–2027), the SLDTP is implemented by the Ministry of Communication, Technology and Innovation (MoCTI), in collaboration with key technical agencies and development partners. It aims to lay the foundational infrastructure, systems, and skills necessary for inclusive and resilient digital transformation in Sierra Leone.

To implement strategic investments that strengthen digital infrastructure, foster digital literacy, modernize government services, and promote a secure and inclusive digital environment for all Sierra Leoneans.

To build a digitally empowered Sierra Leone where inclusive access to technology enables innovation, efficient public service delivery, and sustainable socio-economic development.

Project
Components
Each component addresses a specific aspect of digital transformation to ensure inclusive, secure, and impactful results across the country.
Expanding Digital Access and Increasing Resilience of the Digital Environment
This component focuses on expanding broadband infrastructure and connectivity, especially in underserved areas, while strengthening cybersecurity and the digital regulatory environment.
Digital Skills Development and Innovation
This component aims to build digital capabilities across different demographics and foster innovation through practical use cases like drones for development.
Laying Key Foundations for Digital Government Services and Systems
This component supports the development of an enabling environment, shared government digital infrastructure, and the launch of priority e-services.
Project Management and Implementation Support
This component ensures smooth and effective implementation of the project through a dedicated Project Coordination Unit (PCU) responsible for fiduciary management, monitoring, and stakeholder engagement.
Contingent Emergency Response Component (CERC)
The CERC provides a mechanism to reallocate funds quickly in response to eligible national emergencies, including health crises or natural disasters, ensuring digital tools can be used in crisis response.
