Feasibility Study for the Establishment of Digital Access Points (DAPs)
The Government of Sierra Leone, through the Sierra Leone Digital Transformation Project (SLDTP), is taking bold steps to close the digital divide and bring digital services closer to citizens by establishing Digital Access Points (DAPs) across the country. A feasibility study is currently underway to identify suitable sites and assess internet connectivity and service viability. This activity is being spearheaded by the Ministry of Communication, Technology and Innovation (MoCTI).
The DAPs will provide citizens, especially those with limited access to digital devices or services, an opportunity to connect to the internet and access critical government and private sector services.
What This Study Will Deliver
The ongoing feasibility study will:
- Identify and map potential DAP locations across all districts using existing infrastructure such as post offices, digital learning hubs, and internet cafés.
- Assess the availability and reliability of internet connectivity and electricity at each site.
- Determine the viability of delivering high-demand public services such as passport applications, police clearances, and driver’s license processing.
- Conduct stakeholder consultations to understand service demand and accessibility needs—particularly for women and marginalized groups.
- Recommend a list of priority digital services to be delivered at each DAP site.
- elop a comprehensive site dashboard showing GPS-coded locations of all proposed DAPs.
Why This Matters
In many parts of Sierra Leone, digital access remains a luxury. With this initiative, the government aims to:
- Increase digital inclusion, especially for underserved populations.
- Expand access to public services through citizen-friendly outlets.

Current Progress & Next Steps
Following the inception meeting in May 2025:
- A detailed implementation work plan and schedule have been finalized.
- Methodologies for address generation and system architecture design have been reviewed and agreed.
- Initial engagement with stakeholders has commenced, with a focus on refining the pilot implementation plan.
In the next phase, the consulting team will begin system design and pilot deployment in the selected area, while continuing stakeholder engagement and technical documentation.
Final deliverables are expected by October 2025.
